“It is true that a few months ago, on the branch of the Cotton Belt Railroad some trouble occurred between a few persons belonging to both races. This seems to have created in the minds of some the opinion that the Negroes were rioting, and therefore all Negroes in the State of Arkansas must be singled out and held responsible. It should be pointed out that last fall two high-toned white gentlemen created quite a sensation by fighting in a passenger coach. However, no one would dare say, that because those two men created this disturbance, that all other white men must be held responsible for their actions.”
