Arkansas Territorial Governor John Pope:

“In January 1833, we sold the ten sections of land donated by Congress and I selected the site for the new capitol. I believed the capitol should be near, and, if practicable, in view of the Arkansas River. Truly, this site had a commanding situation on the river, which was equal, if not superior to any other place on the river. Just think…the State House, which was built with taste and elegance, is near the fine river which passes by this town; and today it commands the admiration and respect of the passing stranger, as well as having a moral and political influence on the whole community.”
